On July 30, 1998, a rehearsal conference of first CCF YOCSEF and an AC Meeting were held in Institute of Computing Technology of Chinese Academy of Sciences.

At 14:00, the rehearsal conference was held at first. The attendees include:

Du Zide, Tan Tieniu, Mei Hong, Jiang Weixing, Li Mingshu, Huang Baisu, Shi Yuanchun, Jiang Ying, Wang Guisi, Tang Weiqing, Huai Jinpeng.

The conference was mastermind by Jiang Weiqing and Li Mingshu who are execution chairmen of first forum.  The attendees gave wonderful reports on following topics:

1.   Why laggard is total level of China in information field?

2.   If you have 10 million Yuan, Which information technology will you develop?

3.   What responsibility the government, enterprise, university, institute and user have in order to improve total level of Chinese information technology.

The attendees discussed every topic enthusiastically.  After discussion, 6 speakers are selected as the panelists on first forum held on Aug. 22, they are Li  Zhu(李竹), Xiang Yong(向勇), Wang Jie (王杰), Cheng Xu(程旭), Du Jianhua(杜建华), Sun Yuening(孙育宁).

This conference is successful, which enhance our confidence to do the forum well. From this conference, we conclude that:

1.   The reports given by panelists were very successful in total.

2.   Second topic is difficult to explain. The AC members suggested execution chairmen to modify the topic adequately. The suggestion topic is 'If you have a technique, How do you get enough money to transform it as productivity'. (“如果你有一种技术，你如何才能拿到足够的资金去转换成生产力？”)

3.   The discussion is not active at beginning. So AC members must actively give speech.

4.    From discussion, We feel distinctly that there exist large differences in the point of view between industrialist and scientist.

The conference was finished at about 17:45.  Followed was AC meeting.  The secretary of AC Yang Lidong(杨立东) attended the meeting as a nonvoting. The AC members on meeting summarized the work in early days and discussed the work in future. Several decision were determined, which are:

1.   Because the AC chairman is not in China, the Opening Ceremony spokesman is changed into Vice-chairman Tan Tieniu. The speech time is limited in 5 minutes.

2.   Zide reports preparing work so far for YOCSEF, and calls for further help and suggestions.

3.   Invite Miss Lidong Yang as a secretary of YOCSEF.

4.   Yuanchun takes account first Academic Report (AR) at CAST on Sept 24.

5.   Shi Yuanchun is instructed to design logo of forum.

6.   Every AC member on the meeting thinks that AC member means work and service, instead of only honor. AC members have to pay much attention to OUR YOCSEF.  Every AC member has to obey YOCSEF rules (to be made later on) and also has to be checked and evaluated.

7.   Tang Weiqing is instructed to draft the forum's rule.

8.   Guisi is responsible for designing a format for calling for attendees’ suggestions.

9.   The main direction of second forum discussed is determined as training. Tang weiqing and Huang Beisu were instructed to design topics of second forum based on AC members' suggestion.

10. Every AC member was required to ask for 5 scientists or engineer to attend first forum.

The meeting was finished at about 21:30.
